Why do many people hate the United States? (五枚中一枚目)

(注:2002年秋段階でのレポートです。高校生の書いた英語ですので、間違いだらけかと思いますが、ご容赦ください)

1.     introduction

1.1     The crisis we are facing

1.1.1     What is happening now

So far, it seems that the States has been playing the role of “policeman of the world”. Now, however, the situation is changing; the USA is recently in different direction from other countries. In other words, they seem to go against keeping peace, while many other countries try to keep it. The Bush administration seems to be so militant that they have got many adversaries who can terrify the world with their terrorism, nuclear weapons, and other kinds of things. Concretely speaking, they are antagonizing Iraq, Iran, many other Islamic countries and organizations, and North Korea. The tensest problem is the relation between the US and Iraq.

In the last November, ‘Security Council resolution 1441’ was adopted in UNSC (United Nations Security Council). This resolution was made by the USA at base, but France and other countries modified it. By virtue of this modification, the USA cannot take an action against Iraq without another agreement of the UNSC that Iraq violates this resolution. After that, Iraq accepted it.

1.1.2     How this situations arose: the history

It seems that the Bush family has the heredity of its militant nature. Not only the present president, G. Bush Jr., but also his father G. Bush Sr. was warlike. In 1991, G. Bush Sr. took a lead in forwarding the Gulf War. But what was different is, at that time, the international consensus was relatively affirmative. It was clear that Iraqi invasion of Kuwait was so unreasonable that UNSC (United Nations Security Council) granted the attack against the Iraq by the multinational army. Anyway, the Gulf War ended up with an overwhelming victory of the multinational army, which was mainly composed of American military. Though the Iraqi president Saddam Hussein has not been disgraced. Some reports say he has, rather, his mightier force than before.

1.1.3     What will occur in near future

The inspectors of the UN are in Iraq in order to examine for the existence of its nuclear or biological weapons. According to an article of Business Week, ‘An advance team led by Hans Blix, executive chairman of the UN Monitoring, Verification & Inspection Commission, and Mohamed ElBaradei, director general of the International Atomic Energy Agency, will head to Baghdad on Nov. 18 to discuss logistics. But a full complement of some 100 inspectors won't start work until Dec. 23. Before that, by Dec. 8, Saddam is required to fully disclose his weapons programs to the UN (Stan Crock 2002)’. So far, Saddam Hussein has not admitted the possession of these weapons.

If Saddam violates the agreement, the USA and the UK will attack them. Crock claims that ‘many experts think President Bush's tough rhetoric has put his credibility at stake. The Pentagon has invested heavily in moving troops and equipment to the region. And many Administration officials doubt Saddam will ever meet the UN standards. When these three factors are added together, a conflict seems inevitable. (Crock 2002)’

1.2     Importance of this study

This report will be helpful when considering the specific characteristic of the United States. The world situation is fluid in these days, and thus it is necessary to be acquainted with the US, which has the great influence on the world.

1.3     Aim and method

This project will show two things. First, it’ll denounce the USA for its despotic action. It won’t be just a criticism but a suggestion based on various opinions. Second, it is going to show the potential for peace of the world, a coexistence of the races which the States, as the strongest power in the world, should make allowance for. This project will be based on the information from the Internet, newspaper and magazines; some newspapers will be investigated in order to examine many points of view. Mainly, it’ll compare American newspapers with those of the UK, Japan, and France. This will help me when considering the difference of the opinions between the USA and the other countries.
