[Landing Examination]
When you enter Japan, you shall undergo the landing examination and shall be responsible for certifying to an Immigration Inspector that you fulfill the requirements for landing. Among requirements, the most concern is whether your activity to be engaged in Japan comes under one of activities stipulated by the law.
However, it is rather difficult to certify because it may need a lot of supporting document and time.
Therefore, the system of certificate of eligibility for status of residence is provided by the law.

You may apply in advance for a certificate showing that you fulfill the requirement for landing. This certificate indicates the completion of examination of status of residence and adaptability to the landing examination criteria. A specific status of residence is assigned to you on this certificate.
If you carry this certificate, the visa application to a Japanese embassy or consulate abroad can be admitted within a short term and also, as the landing examination can be simplified, you may easily obtain a landing permission.
However, this system is not applicable to status of residence "Temporary Visitor" and "Permanent Resident".
[Application for Certificate]
The application for a certificate of eligibility is to be submitted to the Regional Immigration Bureau in Japan and usually to be submitted by your proxy in Japan such as your employer, relative, etc.
An Administrative Procedures Specialist (Gyouseishoshi) authorized by the chief of Regional Immigration Bureau can also apply for a certificate (Application Proxy System). As to details, please refer to "Application Proxy System".
When an application is approved, a certificate is sent to your proxy or Gyouseishoshi in Japan and sent to you abroad.
The validity of a certificate is 3 months from the date of issue.
